A Critical Look at the Ibara Tiktok Breach: What the incident reveals about Nigeria’s prison security gaps

In this piece, Ekuson Nw’Ogbunka, Our Managing Editor, writes that the death row inmate going live on TikTok from inside Ibara Medium Custodial Centre should not have been possible. Yet last week, it happened. The Nigerian Correctional Service has moved swiftly to sanction officials and transfer the inmate, but the incident raises deeper questions about contraband control, oversight, and the pace of reforms in Nigeria’s correctional facilities. This is not just about one phone. It is about systemic vulnerabilities.

Preliminary findings confirm the inmate used a prohibited mobile phone to access social media. That a condemned prisoner could conceal, charge, and operate a device inside a maximum-security setting points to failures at entry points, routine searches, and internal monitoring.

The removal of the Officer-in-Charge and two principal officers signals that the Controller-General, Sylvester Nwakuche, is treating the matter seriously. Administrative action ahead of final findings is standard in security institutions to preserve evidence and prevent interference.

NCoS emphasized ongoing security reforms aimed at “eliminating security vulnerabilities.” The Service says the Ibara incident has “reinforced the need” for full implementation of those reforms. The test will be whether this translates to scanners, body searches, and intelligence at all 244 custodial centres, not just Ibara.

Mobile phones in prisons are not new. They have been linked to fraud, witness intimidation, and external coordination. The fact that one reached death row suggests the supply chain, whether through visitors, staff, or external collaborators, remains active.

Removing senior officers is necessary, but it must not become a substitute for root-cause analysis. The investigation must determine if this was negligence, collusion, or a systemic gap. The Service’s promise of sanctions for anyone who “facilitated, aided, condoned or failed” is the right standard.

The inmate’s transfer to “enhanced security” is procedurally correct. However, NCoS must balance security with humane treatment. The 2019 Act mandates safe custody, but also rehabilitation and dignity, even for those on death row.

The Service thanked the public and media for “bringing matters of public interest to national attention.” Viral videos, while embarrassing to authorities, often serve as the only external oversight mechanism for closed institutions like prisons.

In 2026, blocking signals and detecting phones should be basic. Many countries use managed access systems and regular sweeps. If NCoS reforms do not include technology upgrades, manual searches alone will not close the gap.

Low morale, poor remuneration, and overstretched personnel create openings for compromise. Any serious reform must address officer welfare alongside discipline, or the incentive to collude will persist.

The Service has promised sanctions “in accordance with extant regulations.” Nigerians will expect a public update when the investigation concludes. Closed-door discipline erodes trust, especially after a public breach.

Prisons worldwide struggle with contraband. The difference lies in response time and transparency. NCoS’s quick admission and action compare favorably, but sustained prevention will be the real metric.

Should death row inmates have the same access restrictions as other inmates? Legally yes, but operationally they require stricter controls. This incident may force a review of classification and housing protocols. The Service’s appeal against speculation is understandable. However, silence creates a vacuum. Regular, factual updates during the investigation would help maintain public confidence.

The Ibara TikTok incident is a wake-up call. The removal of officers and recovery of the phone are necessary first steps. The harder work is closing the systemic gaps that allowed the phone in. If the Controller-General’s reforms are fully implemented and monitored, this breach could become the turning point that makes Nigerian custodial centres more secure. If not, it will be remembered as another viral moment that changed nothing.
