Kalu’s satisfaction with progress on the Commission’s headquarters signals improvement, but its success will ultimately depend on transparency, effective projects and measurable benefits for South-East communities, writes by Ekuson Nw’Ogbunka, Our Managing Editor.

The reported progress on the headquarters of the South East Development Commission (SEDC) in Enugu State has offered a measure of reassurance to Senator Orji Uzor Kalu, Chairman of the Senate Committee overseeing the Commission. Yet, beyond the encouraging assessment of its facilities, a more fundamental question remains: how effectively will the Commission address the development challenges confronting the South-East?

During an oversight visit on Monday, Kalu commended improvements observed at the Commission’s current office and another building provided by the Enugu State Government. He also announced plans for the committee to return in December to review progress.

His remarks suggest that concerns surrounding the Commission’s operational location are gradually being resolved. Kalu has consistently argued that the SEDC should operate from within the region it was established to serve rather than from Abuja.

The position has practical merit. A development institution located within its area of responsibility may be better placed to engage communities, understand local priorities and coordinate with state governments and other stakeholders. Proximity can also make it easier for citizens to seek information and hold officials accountable.

However, the location of a headquarters, by itself, is not evidence of development success. An office building may provide the institutional foundation for the Commission’s work, but it cannot substitute for effective planning, sound financial management, transparent procurement and the timely execution of projects.

This distinction is particularly important because the SEDC is expected to respond to development needs across Abia, Anambra, Ebonyi, Enugu and Imo states. Its responsibilities cannot be fulfilled merely by establishing an administrative presence in Enugu.

The Commission must demonstrate how its programmes will address critical challenges, including infrastructure deficits, unemployment, economic hardship and the need for stronger investment in communities. Its priorities should be determined by credible assessments of regional needs rather than political considerations or the convenience of government officials.

Kalu’s call for the management to take its activities to the grassroots is therefore significant. Communities need more than announcements, official visits and promises of future intervention. They need projects that can be identified, monitored and assessed against clear targets.

Nevertheless, a balanced assessment must also recognise that the Commission is relatively new. Building administrative capacity, establishing operational procedures and developing a credible pipeline of projects require time. Expectations should be realistic, but the institution’s early stage must not become a justification for indefinite delays or weak accountability.

The Senate Committee’s oversight responsibility will consequently be crucial. Its proposed December visit should go beyond inspecting buildings to examining the Commission’s operational readiness, expenditure, project planning, staffing and engagement with communities.

Where public resources have been committed, the committee should also seek clear information on project costs, completion timelines, procurement procedures and the intended benefits to the public. Publishing relevant findings would help citizens understand what progress has been made and what remains outstanding.

Another important consideration is regional inclusion. Although the headquarters is in Enugu, the Commission’s development activities should reflect the needs of all five states. Its location must not create the impression that one state enjoys preferential treatment or that other communities are being overlooked.

A transparent system for selecting projects, allocating resources and reporting results would help address such concerns. Regular consultations with state governments, local communities, traditional institutions, businesses and civil society organisations could also strengthen public confidence.

Kalu deserves credit for pressing the Commission to establish its operational base within the South-East and for calling attention to the need for grassroots engagement. His insistence that the management sustain the observed progress is also appropriate.

However, commendation during an oversight visit should be regarded as an interim assessment, not a final verdict on performance. The real evidence will emerge from what the Commission delivers, how it spends public funds and whether its interventions improve the lives of ordinary people.

Ultimately, the SEDC’s relevance will not be determined by the size or appearance of its headquarters, nor by the resolution of its disagreement over operating from Abuja. It will be determined by its capacity to deliver development fairly, transparently and effectively across the South-East.

The December review should therefore mark more than another inspection. It should provide an opportunity to measure progress, identify shortcomings and demand clear commitments on the projects and services through which the Commission intends to fulfil its mandate.
