37 Deaths, Three Statements, One Question: Who will take responsibility for Niger NSCDC tragedy?

In this piece, Ekuson Nw’Ogbunka Our Managing Editor writes that they were arrested for allegedly stealing from the ground. They ended up dying on the ground of a detention cell, reportedly crammed into a small room, crying for help until they choked to death. The reported death of 37 young Nigerians in the custody of the NSCDC in Minna has triggered three powerful responses in 48 hours, from the Presidency to the Parliament to the Corps itself. But beyond the press releases, suspension orders and condolences, a nation is asking one question: Will this probe be different?

The Political Fury: Northern Senators Raise the Stakes

The Northern Senators Forum, led by Sen. Abdulaziz Musa Yar’adua, has framed the incident not as an administrative lapse but as a moral failure.

Their statement is the most graphic and most demanding. They introduced the chilling detail that defines the tragedy: the victims were confined and “cried for help before they choked to death.

Their demands go far beyond what the government has offered so far:

– An investigation involving the NHRC, NBA, CSOs and independent forensic experts

– Independent autopsies with families present

– A nationwide review of all detention facilities

– Prosecution regardless of rank

Analysis: By demanding an external, investigation, the Senators are signaling a trust deficit. They are telling Nigerians that an internal panel by the Ministry or the NSCDC alone will not be enough. They have also expanded the scope, from Niger State to every cell in Nigeria, turning a local tragedy into a national detention crisis.

The Executive Action: Interior Ministry moves swiftly, and harshly

The Ministry of Interior under Dr. Olubunmi Tunji-Ojo is acting on a direct order from President Bola Ahmed Tinubu for a “comprehensive, transparent and unhindered” probe.

Tunji-Ojo’s Action Is Two-pronged and Severe:

a) A Heavyweight Panel: A 10-member independent committee chaired by retired DSS Deputy DG, Mr. Jonathan Kure, with members including former Law School DG Prof. Isa Hayatu Chiroma SAN as Secretary, retired AIG Hosea Karma, Prof. Olayinka Buhari, human rights activist Deji Adeyanju, Blueprint Newspaper’s Zainab Okino, and reps of Minna Emirate and Niger State Government. The panel has 2 weeks, can co-opt experts, visit scenes and summon public memoranda.

b) A Mass Suspension: Beyond the State Commandant, 20 officers have been suspended, from the O/C Station Guard, SC Usman Isah Ndamaka, to arresting officers, HOD Intelligence/Investigation, O/C Legal, and 11 guard duty officers on the day of the incident.

The Minister also issued a strong warning: “Any attempt to destroy or conceal evidence, intimidate witnesses or obstruct the investigation will be treated as a serious offence.”

The Analysis: This is damage control with teeth. By suspending 21 officers and including a journalist, a rights activist and a miners’ association leader on the panel, the Ministry is trying to buy public confidence. The mandate — to establish identities, cause of death, culpability and compensation — shows it knows Nigerians will not accept a whitewash.

The Institutional Deficit:NSCDC tries to contain the fall

The Corps itself, through Commandant General Prof. Ahmed Abubakar Audi, has moved to show compliance and contrition.

In a statement by its PRO, Babawale Afolabi, the CG ordered the Niger Commandant to step aside immediately and report to Abuja with his Heads of Operations, Mining, Legal, Intelligence and Investigation. A new Commandant has been deployed to Niger.

The CG assured that “no stone would be left unturned” and that officers found wanting will face administrative, disciplinary and criminal sanctions.

The Analysis: The NSCDC statement is the most defensive. It reaffirms its mandate, fighting illegal mining and protecting critical assets, while promising to uphold “the dignity, safety and fundamental rights” of persons in custody. The Corps is caught in a dilemma: it must justify its crackdown on illegal mining, which is a major economic sabotage, while admitting that its own custody killed 37 suspects.

The Bottom Line:

Three statements, three tones, but they all converge on one fact: 37 Nigerians died in state custody without trial.

The government has done the right things on paper, suspend, probe, replace. What will determine if this is a turning point is whether the Northern Senators’ demands are met: independent autopsy, independent witnesses, and public prosecution.

Because for the families in Minna, this is not about illegal mining anymore. It is about a cry for help that, according to the Senators, nobody answered.
