The Three-bedroom ‘University: How 106 youths were lured into a fake degree mill in Lagos

Behind the gate of a three-bedroom flat in Ilado, Olorunda LCDA, Lagos, 106 young men and women believed they were on the path to foreign degrees. Instead, they had walked into what the NSCDC now describes as a fake distance-learning centre, complete with recruitment targets, referral commissions, and fees as high as N1.5 million. The bust has reopened the conversation about desperation, digital fraud, and the proliferation of illegal schools in Nigeria, reports Ekuson Nw’Ogbunka Our Managing Editor.

On Monday morning, operatives of the NSCDC Badagry Area Command moved in. After days of surveillance, they arrested the alleged proprietor and took 106 students into protective custody. The apartment had no signboard, no registration, and no campus. 

What it did have, according to investigators, was an online presence claiming affiliation with a foreign university and a business model built on promises. Promises of admission abroad. Promises of quick money. Promises that resonated with youths aged 19 to 24.

The victims came from across Nigeria — Kogi, Oyo, and several northern states. Others crossed borders from Niger, Cameroon and Togo. They were recruited online, told that a foreign degree was within reach if they could pay.

The price of that promise varied. Nigerians were allegedly asked to pay between N200,000 and N1.5 million. Foreign nationals paid $400 to $500. For many families, that represented savings, loans, or pooled community funds.

But admission was only half the pitch. Investigators say the scheme came with a condition: bring in new students. The more recruits you delivered, the more commissions you earned. It looked, and functioned, like a Ponzi or chain-marketing operation.

One victim told NSCDC officers that after paying $400, he convinced his brother in Kogi to enrol. He had already started receiving referral commissions. The line between student and marketer had blurred.

The Corps also found that some participants were pushing unidentified products online. They earned percentages from product sales and from every new person they brought into the network. Education and e-commerce had merged into one recruitment machine.

Chief Superintendent Gbenga Ekunola, the Badagry Area Commander, said the bust followed credible intelligence. “Our officers monitored the place for days before moving in. We have arrested the proprietor, who is assisting with our investigation,” he said.

The human cost is now becoming clear. NSCDC officials have begun contacting families. One mother told them her son said he went to Badagry to learn a trade, not to attend a university. Many parents, Ekunola noted, were completely unaware.

The youths will be profiled before reunification with their families. For some, the journey home will mean explaining debts, dashed hopes, and months lost to a flat that masqueraded as a campus.

This is not an isolated case. The National Universities Commission has repeatedly warned about “degree mills.” In its last publication, the NUC listed 58 illegal universities operating across Nigeria without legal approval to run programmes or award degrees.

The commission said eight other universities were also being investigated over unauthorised programmes. It has alerted security agencies and urged parents to verify accreditation before paying fees. Certificates from unapproved institutions, NUC warned, will not be recognised.

So why do these centres thrive? The answer lies at the intersection of aspiration and access. Nigeria’s tertiary admission system is competitive. JAMB cut-offs, limited spaces, and the lure of “foreign degrees” create a market for shortcuts.

Add to that the power of social media recruitment. A WhatsApp broadcast, a Facebook ad, a testimonial video. For youths in Niger or Togo, the promise of a Lagos base and a foreign certificate is powerful enough to cross borders.

The NSCDC says investigations are now being expanded. The goal is to map the full network behind the Ilado operation, identify collaborators, and check if similar flats are running the same scheme in other states.

Prosecution is also on the table. Ekunola stated that anyone found culpable will face the law. But legal action alone will not close the demand side of the problem.

Experts argue that government must pair enforcement with alternatives: more access to accredited distance learning, better public information campaigns, and support for families who cannot afford legitimate fees. Otherwise, new “universities” will keep opening in new flats.

For the 106 rescued in Ilado, the lesson is hard and immediate. A degree is not measured by the promise in a chat, but by the institution behind it. And as the NSCDC files its report, the question remains: how many more three-bedroom universities are still operating, waiting for the next set of hopeful applicants?
