As Nigeria pushes to build a US$1 trillion economy, policy meetings are no longer enough. They must translate into factories, jobs, and exports. The opening of the 17th National Council on Industry, Trade and Investment in Enugu on July 22, 2026, therefore represents more than a routine gathering. It is a test of whether the Federal Government’s Renewed Hope Agenda can move from commitments on paper to measurable industrial transformation, Ekuson Nw’Ogbunka Our Managing Editor analyses.
The Federal Government (FG) opened the Executive Session of the 17th NCITI with bold declarations. The Honourable Minister of Industry, Trade and Investment (FMITI), Dr. Jumoke Oduwole, reeled out figures: over US$50 billion in facilitated FDI commitments, US$6.1 billion in non-oil exports, more than ₦600 billion in Bank of Industry financing, 500,000 MSMEs in the national database, and 300,000 Nigerians trained through skills programs.
These numbers are significant. If verified and sustained, they suggest the Renewed Hope Agenda is beginning to yield traction in investment attraction and enterprise formalization. However, commitments are not the same as inflows, and a database of MSMEs is not the same as profitable, bankable businesses.
Dr. Oduwole anchored the Ministry’s focus on four pillars: increased production, expanded exports, investment attraction, and job creation. This is the right sequencing. Without production, exports are hollow. Without jobs, growth is not inclusive.
The Council’s theme, “Enhancing Competitiveness in Industry, Trade and Investment for Inclusive Growth and Global Market Integration,” correctly identifies the central problem. Nigeria’s challenge has never been lack of policy, but competitiveness. High costs, poor infrastructure, and weak institutions continue to erode gains.
The Minister outlined priority areas: industrial cluster development, manufacturing expansion, investment facilitation, digital trade, National Single Window, IP protection, and deeper AfCFTA participation. These are globally tested levers. Clusters can reduce logistics costs. The Single Window can cut trade time. IP protection can attract technology.
Critically, she demanded accountability. Council resolutions must have “clear ownership, timelines and measurable deliverables.” This is a direct rebuke to past councils where communiques gathered dust. The insistence on outcomes is welcome, but it will require institutional discipline.
Representing Enugu State Governor Peter Mbah, Deputy Governor Ifeanyi Ossai grounded the conversation in reality. He cited structural constraints: high financing costs, regulatory bottlenecks, and limited access to development finance. These are the binding constraints that no amount of FDI commitments can bypass.
Ossai’s call for collaboration among government, finance, and the private sector is apt. Industrialization is not a government project. It is an ecosystem. Without affordable capital and predictable regulation, even the best policy will fail at implementation.
The Minister of State for Industry, Senator John Owan Enoh, reaffirmed commitment to the Nigeria Industrial Policy 2025 via the Industrial Revolution Work Group. The focus on affordable financing, value addition, and PPPs aligns with global best practice. But IRWG must avoid becoming another layer of bureaucracy.
Enugu’s Commissioner, Dr. Samuel Ogbu-Nwobodo, used the opportunity to market the state. He cited reforms in infrastructure, security, digital governance, and ease of doing business. Hosting NCITI itself is a signal. States are now competing for investment, not waiting for Abuja.
This sub-national push is crucial. A US$1 trillion economy cannot be built from the center alone. Enugu’s positioning as an investment destination shows that industrial policy is decentralizing, which may improve delivery.
Development partners also weighed in. UNIDO, NACCIMA, and NSE pledged support. Their involvement lends technical credibility. But partnerships must move beyond goodwill messages to co-financing, technology transfer, and skills alignment.
The US$50 billion FDI figure deserves scrutiny. “Facilitated commitments” is not “actualized investment.” The Ministry must publish a pipeline with sectors, timelines, and status to build investor confidence.
Similarly, US$6.1 billion in non-oil exports is progress, but Nigeria’s total export basket remains narrow. The AfCFTA and digital trade priorities must target diversification beyond primary commodities.
The ₦600 billion BOI financing and 500,000 MSMEs captured are tangible. Yet access remains skewed. Women, youth, and rural enterprises still face collateral and documentation barriers. The database must lead to credit, not just statistics.
Skills development for 300,000 Nigerians is commendable. But skills without jobs create frustration. The link between training programs and industry demand must be tightened through the IRWG and clusters.
The Permanent Secretary, Dr. Chris Osa Isokpunwu, closed with optimism that deliberations will yield actionable resolutions. That optimism must be matched with a monitoring framework. NCITI should publish a scorecard after 6 months.
In conclusion, the 17th NCITI has set the right tone: data-driven, outcome-focused, and collaborative. But Nigeria’s industrialization will be judged not by speeches in Enugu, but by factories commissioned, exports shipped, and jobs created in the next 12 months.
